The right first question in Troutdale is not what is wrong, it is where in town the property sits and roughly when it was built. A 1955 house on the Town Center corridor and a 2006 house on the newer edge fail in almost no common ways. These eight items are how we scope work here.
Ground close to the Sandy River Delta and around the Glenn Otto area carries a seasonally high water table, which means a below-grade space can behave perfectly for eight months and then take on water. A sump pump is the practical defense and its three failure points are predictable: a float switch that sticks, a discharge line that is clogged, frozen or routed back toward the foundation, and a motor that has lost capacity. The check valve has to actually hold, or the pump pushes the same water up and down the pipe all night and burns out early. The discharge has to run far enough from the structure that it is not recycling into the same ground, and it has to be protected from freezing where it exits. We test annually, before the season, and replace on a schedule rather than after a flood.
Where the lateral is clay tile, the joints are the weak point and mature trees find them. Cabling clears the immediate blockage and cuts the roots open, which restores flow quickly. Hydro jetting scours the full pipe diameter with high-pressure water and takes out grease, scale and root material along the whole run, which is the better answer for a line that keeps closing. On any main-line problem the camera goes first, because a recurring backup can equally be a belly holding water or an offset joint, and cleaning does not change the shape of a pipe. Root-prone lines do well on a maintenance clean about once a year.
