Upfront cost

If the deciding factor today is the size of the bill today, a tank is the practical answer.
Operating cost and efficiency
Tankless wins over time. A tank reheats its stored water all day to fight standby heat loss, so it burns energy even when nobody is using hot water. A tankless unit only runs when a tap is open, which makes it meaningfully more efficient month to month. The catch is that it takes years of those savings to offset the higher installation cost, so the payback depends on how long you plan to stay in the house.
There is a third option worth knowing about before you assume it is a two-horse race. Heat pump water heaters, sometimes called hybrids, use a tank but heat it by moving heat rather than generating it, which makes them roughly two to three times more efficient than a standard electric resistance tank. Sizing is the whole game. Tanks are sized by volume, roughly 40 gallons for one to two people and 50 for three to four, adjusted for the number of bathrooms and how much runs at the same time. Tankless is sized by flow rate in gallons per minute and by how many fixtures run at once. A large household with heavy simultaneous demand often needs a tank or a properly sized larger tankless system rather than the base model.
Lifespan
Tankless wins. A well-maintained tankless unit often lasts 20 years or more. A typical tank averages 8 to 12. Over a long stretch in one house you might replace two tanks in the service life of one tankless unit, which is worth folding into the cost comparison rather than treating the purchase price as the whole number.
Space and maintenance
Tankless units are wall-mounted and compact, which frees up the floor area a tank occupies. That is a real advantage in smaller houses, condos and tight utility closets. On maintenance, both types benefit from attention and both are commonly neglected. A tank lasts longer with periodic flushing to clear sediment and with its anode rod replaced before it is used up. A tankless unit needs periodic descaling to keep the heat exchanger clear, which matters more in harder water. Skip either and you lose efficiency first and service life second.
What the code requires either way
Replacing a water heater in Oregon requires a plumbing permit. That is not optional, and it exists because the installation details matter: seismic strapping, correct temperature and pressure relief discharge, an expansion tank on a closed system, and correct venting and gas sizing for the appliance. Choose tankless if you plan to stay long-term, you value efficiency and a long service life, you want the floor space back, or you are tired of the third shower running cold.
Look hard at a heat pump unit if you are on electric, you have the space and air volume it needs, and you want the efficiency gain without the flow rate ceiling of a tankless unit.
