The Challenge

North Coast Container operates a large scale manufacturing facility in Portland that produces heavy duty steel drums used by businesses across the country. It is demanding industrial work, and the equipment involved, including large rock crushers and other heavy machinery, generates a steady accumulation of sediment, oil residue, and debris across the facility’s paved surfaces.

Left unmanaged, that material doesn’t stay put. Rainfall can carry sediment, oil, and other pollutants off the property and into the surrounding stormwater system. For an industrial site in Oregon, that’s not just an environmental concern, it’s a regulatory one. This is where Lovett Services’ Vacuum Truck Division was brought in to restore the site to full compliance and keep it there.

Oregon DEQ 1200 Z Permit, Explained

Industrial facilities in Oregon are regulated under the DEQ 1200 Z NPDES Stormwater Discharge Permit, administered by the Oregon Department of Environmental Quality. In practical terms, this permit sets clear limits on what can leave an industrial site through stormwater discharge: sediment, oil and grease, and other pollutants are not permitted to reach municipal storm drains, ditches, or waterways.

Facilities found out of compliance can face significant fines and increased regulatory scrutiny, in addition to the operational disruption that comes with it. Lovett Services manages the full scope of this work: containment, cleaning, and documentation, so our commercial partners can stay focused on running their business with confidence that their stormwater obligations are being met.

Step by step

Our Process

A full failure event triggers a cascade of costs. A planned replacement costs a fraction of any single one of them.

01
Drain Protection

Site Walkthrough and Drain Protection

Every project begins with a coordination walkthrough alongside the site management team to confirm scope and identify priority areas. Our crew then deploys protective measures, including absorbent containment booms positioned strategically around the work area to intercept oil and sediment before it can reach storm drain inlets.

02
Oil Containment

Specialized Oil Containment Booms

This property relies on heavy machinery that can sometimes drip or leak oil during intense daily operations. To completely eliminate this environmental risk, our expert team deploys a highly specialized absorbent boom designed specifically to soak up oil! This targeted approach guarantees that the site remains perfectly protected and your operation stays fully compliant.

03
Washing and Vacuum Recovery

High Pressure Washing and Vacuum Recovery

Using industrial pressure washing equipment, our crew thoroughly cleans paved surfaces, loading dock areas, and dumpster pads to break loose accumulated sediment, oil residue, and debris. Simultaneously, our Vacuum Truck recovers all wash water in real time through high capacity vacuum hoses, ensuring nothing reaches the municipal storm drain system. The team also clears accumulated organic debris along fence lines and perimeter areas as part of the overall site cleanup.

04
Basin Servicing

Filter and Catch Basin Servicing

Our team removes, inverts, and cleans the facility’s fabric filter media to eliminate trapped sediment, then thoroughly scrubs all stormwater catch basins until water flows through clear and unobstructed. This level of detail is a key requirement for passing state inspections and maintaining permit compliance.

05
Final Inspection

Final Documentation and Inspection

Before demobilizing, our crew photographs the underground vault systems to document the completed work and confirm the site meets compliance standards. All containment booms and protective measures are inspected and verified to be in good working condition for continued use.

The Results

The Result

North Coast Container’s facility was returned to a fully compliant condition, with all sediment, oil residue, and debris removed from paved surfaces, drainage systems, and underground vaults. With containment systems serviced and stormwater infrastructure restored, the facility can continue operating without exposure to the regulatory and environmental risks associated with non compliant discharge.

This project reflects the standard our Vacuum Truck Division brings to every industrial site we service: thorough, methodical work grounded in a clear understanding of Oregon DEQ 1200 Z requirements. For commercial and industrial properties across the Portland area, Lovett Services provides the expertise to stay compliant, and the documentation to prove it.
